A European government agency wanted to convert 20 million drivers� licenses to credit card type licenses with the holder�s photo included on it. It tried doing it by mail, having all applicants send in their application, a photo, a check and their original passport. (It seems passports were the only secure document that included both the applicants details but a photo against which the application photo could be checked.)
Not only was the agency overwhelmed with applications but many passports �disappeared� in the post and many more applicants were unable to travel overseas while their driver�s passports were away. Fearing fraud the agency was unwilling to allow private contractors to conduct the validation process.
