A European government agency wanted to convert 20 million drivers� licenses to credit card type licenses with the holder�s photo included on it. It tried doing it by mail, having all applicants send in their application, a photo, a check and their original passport. (It seems passports were the only secure document that included both the applicants details but a photo against which the application photo could be checked.)

Not only was the agency overwhelmed with applications but many passports �disappeared� in the post and many more applicants were unable to travel overseas while their driver�s passports were away. Fearing fraud the agency was unwilling to allow private contractors to conduct the validation process.

As a result of EU legislation a European postal system was privatized and private sector competition introduced. At the same time the distribution of benefit payments was shifted from post offices to direct payment into recipient bank accounts. As a result the postal system was in danger of having to close over half of its retail outlets that operated as privately owned franchises in convenience stores and supermarkets.

We worked with the postal authority first to determine the marginal profitability of its 4,000 strong product lines. Next we eliminated unprofitable and redundant lines. After analyzing consumer behavior and their preferences we introduced a system of category management for product development and sales. The result was an increase in sales of $200 million and $65 million new profit in the first year.

A major national provider of financial services decided to move into international markets. They had a good idea where they thought their products would be welcomed but needed a clearer idea of the size of the markets, current service providers who would be their likely competitors and barriers to entering these highly regulated markets.

MSI valued the markets, profiled their competitors, identified barriers to market and prepared strategies to overcome them. The project has moved from one success to another through its own momentum.
